
Chairman, Chief Executive Officer and Principal Broker
Percy Montague is a native of Charlottesville, Virginia. He is a graduate of the Episcopal High School, the University of Virginia and served three years as an officer in the United States Marine Corps.
Since entering real estate in 1974, Percy has been active in residential, commercial and farm sales. In 1979, he was selected Salesman of the Year and in 1986 was selected Realtor of the Year by his peers in the Charlottesville Area Association of Realtors. In 1991, he served as President of that group. He has also held a variety of leadership positions with the Virginia Association of Realtors including President in 1999. In 2001 he was honored as VAR's Realtor of the Year. He has also served as a Trustee of the Realtors Political Action Committee of Virginia. Percy has served as a Director of the National Association of Realtors and as Chairman of its Realtors Commercial Alliance Committee and its Federal Taxation Committee. He has also served on the Realtors Commercial Alliance Advisory Board, a group that includes members of senior leadership of most of the large national commercial real estate firms in the county. In 1980, Percy was the first Realtor in Central Virginia to earn the coveted designation of Certified Commercial Investment Member of the National Association of Realtors (CCIM). He is past president of both the Virginia CCIM Chapter and the Virginia Chapter of the Real Estate Securities and Syndication Institute.
Since 1978, Percy has raised millions of dollars for investment in real estate limited partnerships. He is the General Partner of over a dozen partnerships that own and operate apartment complexes, office buildings and shopping centers. He is also a principal in three development companies which are actively involved in producing residential homesites in Central Virginia.
Percy is active in a number of local organizations and has served as Treasurer and Director of the Charlottesville-Albemarle Chamber of Commerce. He is also a past President of the Charlottesville Rotary Club. He is a Board Member of the Piedmont Virginia Community College Real Estate Foundation and a past board member of the Central Virginia Partnership for Economic Development and the Free Enterprise Forum as well as an active participant in the Virginia General Assembly's Commission on Growth and Economic Development. Percy and his wife Anne have four grown children, six grandchildren and live in Charlottesville.
As Chairman of the Board and Chief Executive Officer, Percy has overall responsibility for Montague, Miller and Company. In concert with his Leadership Team he is responsible for the strategic positioning of the company and the achievement of its overall goals and objectives.

President
Rives Bailey has been a Realtor and top producer with Montague, Miller & Co. for the last 38 years. In addition to his duties as President of the company he leads a highly successful and client centered team that includes Kelly Faillace and John Farmer. Together they specialize in providing prompt, professional real estate services for both buyers and sellers. The range of properties represented is from first time home buyers to estates, investment and rental properties, and land purchases. He has worked with hundreds of families and mentored many of his peers. He is recognized among his associates for his friendly demeanor, professionalism and positive attitude. His success with clients is due in part to careful listening to what people want, trustworthiness, and his calm cooperative approach to any challenges.
Rives personally has received numerous company awards, including Outstanding Associate, Founders Award, President’s Award, and has been a top producer for the company for many years. He was recognized as the Charlottesville Area Association of Realtors (CAAR) Sales Associate of the Year for 2001, Realtor of the Year in 2007, and Ethics in Action for 2016. At the Virginia Association of Realtors (VAR) he has been awarded the Salesperson of the Year in 2007 and the Leadership in Ethics in 2017.
Rives’ background prior to real estate includes teaching and counseling. He has a bachelor’s degree from James Madison University and a Master’s degree from the University of Virginia. He is a Leadership Charlottesville graduate and over the years has served on many Charlottesville community non-profit boards. He recently completed 3 years as the President of the ARC of the Piedmont board, leading the process of construction of a new facility for the support of special needs adults. He has served in numerous positions with CAAR including a past member of the Board of Directors multiple times, Treasurer, President in 2000, and has chaired many committees and work groups. He also spent 6 years on the VAR Board of Directors and is a past chair of the VAR Professional Standards Committee.
Rives has lived in Charlottesville for the last 43 years, both in the city of Charlottesville and in Albemarle County. He is married to Carey with 4 grown children including a son and daughter who are UVA graduates. Rives is an avid sailor, cyclist, and general outdoors person. He has renovated a number of homes in the Charlottesville area and enjoys the hands on aspects of construction and landscaping.

Pat Sury
Chief Operating Officer, Director of Education
Since 1998, Pat has been a real estate associate/broker with Montague Miller & Co. As the COO and Director of Education, she exhibits a high level of professionaliam and an uncompromising commitment to the advancement of the firm. Pat keeps up with current real estate trends/activity by being a Top Producer, a company trainer and a member of Montague Miller’s Management Team.
Pat has received numerous awards including the most prestigious award presented by the Virginia Realtors - Realtor of the Year (2017). Charlottesville Area Association of Realtors (CAAR) awards include: Realtor of the Year, Ethic’s Award, Sales Associate of the Year and Rookie of the Year. She has earned her CAAR Honor Society award annually since 1999 and the Virginia Realtor Honor Society award since 2004.
With a Bachelor of Science degree in Business (Accounting), a MBA and previous corporate experience at Monsanto Company and Anheuser-Busch Companies, Inc., Pat has the experience to counsel her clients and provide them with the best of service. She is a Leadership Charlottesville graduate and a Virginia Realtors leadership Academy graduate.
Pat lives in Charlottesville and has 2 married sons and 5 precious grandchildren. She loves to read, spend time with family and travel. Pat is a past Chairman of the Board with the Central Virginia Red Cross.
Vice President
After beginning his real estate career in Richmond in 1998, Carter returned home in the summer of 2000 and joined Montague, Miller & Co. as a Sales Associate. Since then, Carter has assisted many families, groups, and individuals in buying and selling property in Central Virginia.
Carter prides himself on personalized service, general community and market knowledge, and good problem solving and negotiating skills. Over the years, he has won several company-wide production awards, and has also received numerous complimentary testimonials from satisfied clients. Carter believes that whether buying or selling, the real estate transaction process should be transparent, educative, and enjoyable. Although he specializes in residential, farm and land sales, Carter has successfully helped several local businesses find new spaces to lease, and he is a principal in a development company that has created home sites in the Charlottesville area. Carter is a Graduate of the Realtor Institute (GRI), and holds an Associate Broker license. He has been a member of Montague, Miller’s Leadership Team since 2006, and during that time has served as Vice President and also as a Managing Broker for a branch office. Carter is also the current Director of Montague, Miller & Company’s Property Management Division.
With roots in the Charlottesville area going back many generations, Carter feels a natural affinity with the land and its rich history. He is a past Director of the Albemarle-Charlottesville Historical Society, and has worked with Preservation Virginia and their Revolving Fund Program. Carter is a 2006 graduate of the Charlottesville Chamber of Commerce’s Leadership Charlottesville program. Volunteer projects include the Thomas Jefferson Area United Way, the Albemarle County Adult ESOL Program, VDOT Adopt-A-Highway, and Habitat for Humanity. Carter is a graduate of St. Anne’s Belfield School in Charlottesville, and Washington & Lee University in Lexington, VA, where he graduated with a B.A. in History.
Carter is passionate about the rural heritage of the Central Virginia countryside. He lives with his wife Maggie, children Henry and Althea on a small farm in southern Albemarle County. As a third generation Charlottesville Realtor, Carter strives daily to continue the family traditions of professional service with integrity and honor.

Vice Chair
Carol F. Clarke, Vice Chair and former President of Montague, Miller and Company brings over 30 years experience in residential, farm, estate, new homes, and relocation brokerage to her role at Montague Miller. Clarke served as President of Montague Miller from 2000 to June 2013.
Since joining Montague, Miller in late 1989, Carol has helped grow the company. Montague, Miller and Company, with 6 offices and over 80 sales associates, has a solid market share and is recognized in Central Virginia for excellent training, progressive leadership, creative marketing, and innovative services including Home Concierge Services and the "One-Stop-Shop" with multiple strategic partners. Montague, Miller and Company has the highest standards of ethics and professionalism and a clear vision for the future.
In addition to her leadership role at Montague, Miller and Company, Carol is a leader in both the Real Estate Industry and Civic and Community affairs. Carol has been President of the Virginia Association of REALTORS® and was the 2008 VAR REALTOR® of the Year and 1997 Charlottesville Area Association of REALTORS® President. A consistent Top Producer, Carol was recognized as the Charlottesville Area Association of REALTORS® " REALTOR® of The Year" in 1992 and by the Virginia Association of REALTORS® as "Residential Broker of the Year" in 1998 "Manager of the Year" in 1999, and CRS of the Year in 2004. She has served as a Director of the National Association of REALTORS® as NAR Forum Chair from 2007 to 2009.
Carol has a long history of civic involvement; she is a past President of the Junior League of Charlottesville and currently has served or is serving on several boards including the Charlottesville Albemarle Chamber of Commerce, Crime Stoppers, The Senior Center, The Emily Couric Leadership Forum and is past Chair of the United Way. Carol frequently facilitates Real Estate Seminars and workshops on Strategic Planning, Management, Relocation and Marketing Strategies. She has written for Real Estate Business, a publication of the REALTORS® National Marketing Institute. In 2004 she was appointed by Governor Mark Warner of Virginia to the Virginia Real Estate Board (Commission) and served 8 years in that capacity as Chair of the VREB 2008-2010.
Carol has participated in over 600 real estate transactions totaling over 175 million in closed volume. Married for forty five years to Steve, a Charlottesville native and practicing dentist, Carol has two grown children, Stephen and Ashley and is proud to be "Grand C" to Brooks, Hadley, Owen Clarke, and Nora Brooks. She is an avid fitness enthusiast, loves to knit and cook and is known for her energy, enthusiasm and positive attitude.
